We work collaboratively to solve problems and introduce creative solutions.  If you are a creative team player with a risk background, we invite you to apply for this opportunity.The successful incumbent selected for this position will be able to perform complex advanced journey level administrative and technical work in the development, enforcement, analysis, and administration of safety and risk management programs, which may include safety management, OSHA compliance, worker’s compensation, injury management, and liability management; to oversee and coordinate assigned administrative processes, procedures, and programs; and to provide highly responsible and complex assistance to the Human Resources Director.The hiring range for this position will fall between $69,222.40 – $91,707.20/DOQ

Job Functions

The essential job responsibilities for this position are listed below:Assesses the City’s exposure to risk and potential financial loss: identifies hazards and problematic operations; audits claim files and reviews losses that have occurred; analyzes data to determine the best way to cover the exposure through a combination of safety, hazardous material and loss control programs; works to mitigate, eliminate, or contractually transfer such risks through risk management efforts (e.g. insurance policies, safety training, accident investigation, claims/injury management, etc.; consults with City officials to review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations for reducing frequency and severity of injuries, losses, and workplace hazards.  Coordinates insurance coverage for the City: markets, negotiates, and secures coverage and renewal for insurance products; Reviews insurance section of purchasing contracts and makes recommendations to ensure City interest are protected; reviews insurance certificates; prepares recommendations and conducts negotiations for annual renewals of workers’ compensation related employee medical care; advises on private and public/private events as to risk and insurance requirements; and maintains insurance records.  Oversees and assists in the investigation of accidents and the preparation of material and evidence for hearings, lawsuits, and insurance investigations: reviews accident reports, medical provider invoices/statements, diagnostic evaluations, and patient records; prepares injury reports and accident/investigation records; processes claims for loss recovery; follows up on status of claims to ensure timely resolution; and coordinates difficult cases with insurance consultants, brokers, claims adjusters, and various safety committees. Administers worker’s compensation program and injury management process: ensures proper reporting of work-related injuries; acts as liaison between employees and medical providers in matters involving worker’s compensation program and employee care; coordinates processing of claims; monitors status of injured employees and coordinates return to work; notifies employees of plan changes and processes. Compiles or monitors administrative and/or statistical data pertaining to risk management activities: captures, compiles, analyzes quarterly loss trend analysis; reports and maintains injury and accidents in accordance with OSHA regulations; files mandatory reports for environmental compliance; tracks monthly insurance certificate to insure vendor certificates are current with appropriate limits; summarizes data and prepares reports.  Manages the Driver Improvement Program to include records review and training to ensure operators are in compliance with City Policy and DOT regulations. Performs related duties as assigned. Bachelor’s degree in Risk Management, Industrial Safety, Business/Public Administration, Claims Management or related field; supplemented by five (5) years of progressively responsible experience in risk management, health and safety; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Special Requirements

Requires extensive knowledge of the claims handling process for Worker’s Compensation and Property/Liability insurance related aspects.  Requires thorough knowledge of the principles and practices safety methods relative to risk management, OSHA, safety, and accident prevention.Must also be certified as a First Aid and CPR Instructor.Certification as an OSHA Authorized General Industry Trainer and OSHA Authorized Construction Trainer is preferred.
